Summary

The Municipality of San Lorenzo perceived the need to integrate and protect senior citizens in its government actions. This is why it implemented the Senior Citizens Parliament, a parliamentary discussion space seeking to increase the participation levels of senior citizens through their integration in the formulation of local public policies, providing solutions to the common issues of old age from their own perspective.

Given the problems that affect the senior citizens collective, the Municipality of San Lorenzo designed a tool that fosters dialogue, participation and the actions of the interested parties to create initiatives which are translated into public policies beneficial to the sector. This tool is a response to the need to rely on an instrument which allows tackling problems such as: ● the exclusion of senior citizens from cultural, educational and social contexts; ● the loneliness to which they are exposed due to abandonment, abuse, absence of care, the departure of their children from the family home; ● the lack of transformation of leisure time into creative processes; ● the deterioration of health as a consequence of the passing of time and the lack of physical and recreational activities; the sadness, helplessness and lack of projects.
The general objective of the policy is to create a proper space for debate, dialogue and joint actions between the municipal government and senior citizens. In addition, the following specific objectives are taken into account: ● to create concrete actions for the dissemination and awareness of the rights of older persons; ● to create scopes for recreation and leisure of elderly adults without any conditioning whatsoever; ● to prepare a common agenda with state and civil society players to coordinate strategies which favor this collective; ● to make citizens aware of the fight against discrimination, abuse and violence against senior citizens.
The entity responsible for the implementation is the Municipality of San Lorenzo, by means of the Secretariat of Social Development.

1) Inquiry into the different contexts in which the old age scenarios are developed; 2) setting up interviews with prospective beneficiaries; 3) inter-consultations with entities and players involved in the problems: health care providers, neighborhood leaders, and managers of assisted living facilities, among others.
The public policy is aimed at a sector of the population which is usually relegated. The idea is that senior citizens find a space for reflection and action where they are integrated and provided with tools which allow them to think creatively and critically about the challenges of this stage in their lives.
The public policy included in its formulation the participation of thirty senior citizens who became the voice of the residents of Bouchard, José Hernández, Mariano Moreno, 2 de Abril, Capitán Bermúdez, El Pino, 3 de Febrero, Combate de San Lorenzo, 17 de Agosto, San Martín and Díaz Vélez.
The regulatory and institutional sustainability is set forth through the Operative Agreement which creates the public policy under the sphere of the Secretariat of Social Development of the Municipality of San Lorenzo. The policy is valid for eight years and remains in force as of this date. During that period, it has fostered participation of different representatives of eleven neighborhoods in the municipality.
Local goverment
The great number of citizens who have participated in debates in the Parliament throughout these years shows the need to continue supporting this space open to debate and to the initiative of elderly adults of the city.
The public policy communication strategy is carried out through the institutional channels of the municipal government: the official website of the Municipality of San Lorenzo and its social media channels (Twitter, Facebook, YouTube, Instagram).
