Summary

“Marias na Construção” (“Marias in Construction” ) is a pilot project of the Secretariat of Policies for Women, Childhood and Youth (SPMJ) adopted in collaboration with the National Service of Industrial Learning of Bahia (SENAI). This project aims at promoting self-improvement, qualification, and professional integration through free and open courses on civil construction, exclusively targeting women.

 

The name pays homage to the first female master builder in Bahia, Maria do Amparo Xavier, and seeks to foster equality in the sector, in line with the Sustainable Development Goal 5.

Combating structural machismo in society, which defines and restricts economic possibilities for women.
The general goal of the project is to professionalize 750 women, training them to work on construction sites across the city of Salvador, in a period of four years. “Marias na Construção” was devised with the idea of increasing women participation in an economic sector of significant relevance at the national level and with a historical prevalence of men, in which discrimination and a reluctance to accept the incorporation of female labor prevail. This project is part of a policy program for women developed by the SPMJ to promote equality and combat violence against women, which precludes employability in this sector and hinders their economic and financial growth. Female employability is of utmost importance in a country with a high level of women heads of household and single parents. There is a need for a public policy that promotes gender equality, one of the United Nations’ Sustainable Development Goals. This projects seeks to expand and strengthen equality and rights policies for women in the city of Salvador.
Secretariat of Policies for Women, Children and Youth (SPMJ), for the planning, execution, and monitoring of the project, and the Municipal Secretariat of Infrastructure and Public Works (SEINFRA), for the identification of housing issues and the implementation of solutions to improve infrastructure, such as the “Morar Melhor” (“Better Living”) program, and to render support in planning the “Marias na Construção” project.
The “Morar Melhor” program was the sectoral policy that influenced the “Marias na Construção” project. The social field team supporting the construction works observed a strong male prevalence among workers engaged in housing renovation. After recognizing this scenario, an alliance was established with the Secretariat of Policies for Women, Children and Youth (SPMJ) and the National Service of Industrial Learning of Bahia (SENAI), leading to the creation of “Marias na Construção.” The project seeks to offer women, after acquiring professional training and qualifications, the possibility to work at the contracted companies in the execution of construction works for the “Morar Melhor” program.
Constitution of the Federative Republic of Brazil, 1988; Belém do Pará Convention; Constitution of the State of Bahia; Salvador de Bahia’s municipal law (Law No. 9186/2016); and Decree No. 32201, regulating the Secretariat of Policies for Women, Children and Youth (SPMJ). These documents offer the necessary legal basis for the restructuring of the municipality’s gender equity policies.

Education and training
This public policy seeks, through professionalization, to train women in low-voltage electrical installations in buildings, architectural painting, plumbing, and industrial carpentry in order to integrate them into the civil construction labor market. It also looks to promote an inclusive culture for workers in the realm of construction by advocating equity between women and men and to foster female professional qualification with an emphasis on human rights and a special focus on the types of violence exerted against women (ethnic-racial, class, and generational). Workshops are run on the major professional challenges in the realm of civil construction to foster the empowerment of women in the new professional reality and combat prejudice in the workplace.
Public policy brings an innovative effort to the table to qualify women in order for them to occupy spaces that have historically been dominated by men, presented as essential and efficient contributors for the promotion of gender equity. This project fosters the qualification of women for them to be able to enter into the labor market, promoting a recovery of self-esteem as well as financial and economic autonomy. Moreover, it increases their chances of being active participants in new spheres of work.
National Service of Industrial Learning of Bahia (SENAI), hired for running professional qualification courses for women in the construction industry.
Society takes part in this policy. The proposal was presented before the municipality by the first female master builder of Bahia, Mrs. Maria do Amparo Xavier, who participated in the project from the outset and continues to be involved to this day. Registration took place in conjunction with the different neighborhood councils of Salvador, spaces located within the administrative districts of the city, along with the Community Councils. Evaluation is carried out with the feedback offered by students on their satisfaction with the course, the evolution of professional performance, and job placement. Comments are welcome and give way to improvements in the project.
Budget is guaranteed by the local government.
Monitoring and evaluation is carried out through the following instruments: - End of course project (performed collectively), which allows to corroborate acquired knowledge. - Course evaluation form filled out by graduating students to assess the teaching method used and course performance. - Number of vacancies filled. - Number of women in the labor market occupying positions related to the course taken.
Local goverment
Since 2019, the project has trained 163 women, of which 15 have incorporated into the labor market. Data are available on the website www.mariasnaconstrucao.salvador.ba.gov.br, whose access is restricted to employees of the Municipality of Salvador. Furthermore, the National Service of Industrial Learning of Bahia (SENAI)—a partner of the Municipality of Salvador committed to the development of the employability course—offers all the necessary information about available training and courses.
