3.1 By 2030, reduce the global maternal mortality ratio to less than 70 per 100,000 live births.

3.9 By 2030, substantially reduce the number of deaths and illnesses from hazardous chemicals and air, water and soil pollution and contamination.

3.a Strengthen the implementation of the World Health Organization Framework Convention on Tobacco Control in all countries, as appropriate.

3.b Support the research and development of vaccines and medicines for the communicable and non-communicable diseases that primarily affect developing countries, provide access to affordable essential medicines and vaccines, in accordance with the Doha Declaration on the TRIPS Agreement and Public Health, which affirms the right of developing countries to use to the full the provisions in the Agreement on Trade-Related Aspects of Intellectual Property Rights regarding flexibilities to protect public health, and, in particular, provide access to medicines for all.

3.c Substantially increase health financing and the recruitment, development, training and retention of the health workforce in developing countries, especially in least developed countries and small island developing States.

Summary

The “Dionisia López Amado” shelter house is a resource established to accommodate a maximum of 24 girls, boys, and adolescents up to 13 years old, under an exceptional protection measure issued by a court with regard to high-risk situations stemming from child abuse, sexual abuse, or neglect.

The purpose of the shelter house is to reinstate rights to boys, girls, and adolescents housed there, ensuring access to education, health, and a life free of violence.
The responsible body is the Municipality of Tigre, which adopts this public policy through the Secretariat of Women, Gender, and Childhood, with the economic collaboration of Buenos Aires Province.
Continuous articulation with the different municipal areas such as Health, Education, Sports, and Culture, which allow to offer a quality service and containment to girls, boys, and adolescents housed in this shelter.
The “Dionisia López Amado” shelter house accommodates girls, boys, and adolescents under a framework of exceptional protection measures (article 35 bis, Law No. 13298 and amendments) as a result of rights violations by parents and after exhausting all strategies and evaluating the extended family. They are admitted under an agreement signed with the Provincial Agency for Childhood and Adolescence of Buenos Aires Province.
(Español) La Casa de Abrigo “Dionisia López Amado” aloja niñas, niños y adolescentes en el marco de medidas de protección excepcionales (artículo 35 bis, Ley n.° 13298 y modificatorias) por vulneración de derechos ejercida por sus progenitores, luego de agotar todas las estrategias y realizar la evaluación de la familia ampliada. Ingresan en el marco del convenio con el Organismo Provincial de la Niñez y Adolescencia de la provincia de Buenos Aires.
Children and teenagers
Advice
An interdisciplinary team, composed of social workers, psychologists, and educational psychologists addresses the specific situation of each children. There is also a staff of social workers, who contribute to creating a warm environment. Training is offered on a daily basis on “childhood welfare” as well as on procedural methods in response to children’s reactions.
This shelter house is innovative, for it is one of the few municipal resources that evinces a real interest in childhood and adolescence.
The board of directors of the “Dionisia López Amado” shelter house participates in the local Childhood Council, composed of leaders, representatives, and directors of organizations and institutions whose goal is to devise, create, and implement public policies centered on childhood.
Budget is guaranteed by the local government.
The shelter house is monitored by family court judges and the Provincial Agency for Childhood and Adolescence, in addition to the supervision carried out at the municipal level through daily visits.

As a result of the implementation of this public policy, an improved approach to children’s issues is observed in Tigre, a district that now has a local resource that automatically steps up the allotment of vacancies in institutions.
