Summary

The public policy of the Supportive Municipal Laundry is a municipal laundry service (washing, drying and ironing) free for senior citizens in situations of social vulnerability, whether they are self-reliant or in a condition where they are not able to do it themselves. For the latter, the service is offered with pickup and home delivery.

In force from November 2017, this (nationally unprecedented) initiative aims at improving the Quilicura senior citizens’ quality of life, freeing them from household chores so that they can enjoy their free time. Its implementation is carried out together with the Senior Citizens Communal Union for the beneficiaries identification.

This municipal service is part of a broader spectrum of policies under the responsibility of the Senior Citizen Department, such as care-giving services to the sick and senior citizens and their caregivers, which is provided from the Unity of Social Support from the Health Municipal Area, or the different community promotion activities in relation to the population of senior citizens.

- Lack of support networks that contribute or facilitate the care of older persons. Those acts of care tend to be provided in solitary contexts. - Existence of abandonment situations of older persons with sight, hearing or mobility issues that hinder the doing of household chores and leisure activities. - Necessity to generate, for senior citizens, alternatives and spaces that boost their autonomy and their possibilities of development and social integration. That is, alternatives that promote active aging with conditions that improve their life quality.
To contribute to the improvement of life quality of the vulnerable senior citizens from Quilicura through a supportive laundry public service that facilitates the household chores of washing, dying and ironing of their clothes.
Quilicura Municipality (Senior Citizen Department): carries out and plans the service development, defines its programming, identifies and selects its recipients and provides its funding, infrastructure and necessary equipment.
Social Support Unity to the patient in vulnerable condition from the Health Area of the Quilicura Municipality: facilitates the comprehensive help to sick senior citizens and their caregivers; it works as a connection to identify that specific group within the target population of this policy.

This supportive municipal laundry service is provided through dialogue and institutional coordination with more than one hundred organizations of senior citizens that belong to the local civil society. Additionally, this service is run within the framework of a broader municipal strategy of promotion and strengthening of the community association for the elderly and the provision of assistance phone lines to vulnerable sectors, such as food delivery, counselling to facilitate the access to social benefits, etcetera.
This local initiative is nationally unprecedented in the Republic of Chile. It is about implementing a specific measure for the population segment of senior citizens in vulnerable situations from the commune of Quilicura, a segment that has grown in relation to the total population of the last years. This demographic trend is registered at a national level. In that sense, this policy of care benefits the autonomy of senior citizens and increases their time availability for leisure activities or tasks that are not domestic.
● The Communal Unity of Associations for the Elderly of Quilicura brings together 105 organizations from the civil society that participate in the implementation of this local initiative through the identification of self-reliant recipients in social vulnerable situations and/or with disability issues. ● The Municipality of Quilicura is in the process of incorporating contributors from the private sector, through corporate social responsibility policies.
The drafting of the public policy Supportive Municipal Laundry was developed in a participative way, considering the opinion of the Communal Unity of Groups of Senior Citizens (UCAM) This organization from the civil society assists with the identification of recipients and contributes in the identification of their needs to be able to continuously improve the service they provide. It also supplies volunteers to facilitate its benefit.
Quilicura Municipality provides human and financial resources, infrastructure, supplies and the necessary equipment for the service provision, namely: -5 washing machines. -5 drying machines. -2 steam boilers. -1 laundromat. - Personnel in charge of the laundry: 3 operators and 1 driver for the van who takes and delivers the orders. - Supplies: detergent, fabric softener, degreaser, stain remover and whitener. - Materials and washing supplies. - 1 cargo van to do pick up and home delivery. - Air conditioning. - Basic utilities (electricity, water, gas) and mobile phone. - Space to store clothes.
The Supportive Municipal Laundry public policy has a recipient registration system of all the participants whom use the laundry service on a daily and permanent basis. This registration is done in both digital and paper formats and includes the demands and/or requirements of the beneficiaries to boost its continuous improvement and broaden the spectrum of coverage. The process of evaluation has been participative: the beneficiaries and the UCAM’s opinions are taken into account, from which improvements have been introduced and new requirements have been incorporated such as the washing and dying of duvets, quilts and blankets.
Local goverment
- Over 800 senior citizens in vulnerable situations use the supportive laundry service regularly. - Over 25 senior citizens in disabled situations are beneficiaries with this service provision, through the pickup and home delivery modality. - High level of satisfaction from users, according to the report describing how the service runs (see “documentation support”).
The Quilicura Municipality, through the Elderly Department, has developed graphic material about this initiative, in which its dissemination and promotion is carried out together with 105 civil society organizations. This organizations bring together 2,400 senior citizens who actively participate in the different spaces of the social meetings provided by the communal government for this population segment.
