Summary

The objective of the Municipal Experiential Training and Learning Program is to provide young people in the city with a first experience in the job world. For that purpose, the program offers training and education options involving pre-vocational internships, as well as individual assistance according to the interests, orientations and skills of each person.

Through coordinated efforts among different institutions and governmental programs, this public policy allows young people to participate in social-labor sharing and reflection spaces in order to obtain the necessary skills to strengthen their educational careers, so as to be capable in the future to perform at different types of jobs.

The Municipal Experiential Training and Learning Program has been in place in Pergamino since early 2017, but it was eventually approved in June 2018. It was created with the purpose of meeting the need of 16-20 years’ old young people to have a first approach to the job world. This initiative began to be drafted –among other municipal public policies under consideration in Pergamino– when the authorities and the coordinators of existing youth programs noted that a high percentage of the participants in such programs gave up against their will because they needed more time to contribute to their household financial needs, or because some of them started their own families and became the economic support of their own households. The Experiential Training and Learning Program was implemented as an extension of the Cabaña Joven and Envión programs –which have been operating in Pergamino since 2006 and 2010, respectively–, and of the Autonomía Joven program –still in place in this city since 2018. Later, the Experiential Training and Learning Program was effectively implemented by carrying out three workshops: Gastronomy, Catering, and Footwear and Accessories Manufacturing. Therefore, this public policy offers two benefits: on the one hand, it supports educational inclusion; and, on the other hand, it provides a hands-on learning experience in the job world, allowing the beneficiaries to be independent by their inclusion in the society as financially contributing actors.
Providing the beneficiaries of the Cabaña Joven, Envión and Autonomía Joven programs with a first experience in the job world, encouraging their training and education by means of internships and individual assistance according to their interests, orientations and skills.
The Municipality of Pergamino’s Secretariat of Social Development acts as the program’s application and implementing authority, generating training options where young people may participate and obtain job and social coexistence skills.
Municipality of Pergamino’s Secretariat of Health and Directorate of Bromatology: Both local agencies join efforts so that young people meet the safety and sanitary requirements to remain in the program, namely food handling trainings, sanitary cards obtainment, and lab analyses management, among others. Ministry of Labor and Social Security – Pergamino Office: Coordination with the Cabaña Joven, Envión and Autonomía Joven programs, and individual assistance to each young beneficiary by means of interventions involving vocational orientation. In order to be able to participate in the Experiential Training and Learning Program, each young candidate must undergo a job education process –a necessary step to strengthen their personal development conditions and be capable of facing the job world.
Municipal Ordinance No. 8991/18: “The Municipal Experiential Training and Learning Program is hereby created jointly by the Municipality of Pergamino and the beneficiaries’ tutors, in order to provide the beneficiaries with a first experience in the job world, encouraging their training and education by means of internships and individual assistance according to their interests, orientations and skills.” Section 2. “The purpose of the program is to provide supplementary training and education –besides the mandatory school curricula– and shall not imply any type of labor subordination of the beneficiary in relation to the Municipality, nor any promise of job positions, whether temporary or permanent.” Section 3. “The program shall be implemented through agreements signed between the Municipality of Pergamino and the tutors of the minor participants.” Section 4. “The Secretariat of Social Development shall act as the application authority, and shall implement the program.” Ordinance issued by the Municipal Legislature, File D-190-18 D.E E-5531-18 – Secretariat of Social Development: “This public policy is hereby approved and, pursuant to the Convention on the Rights of the Child, all necessary legislative, administrative, social and educational actions shall be taken in order to ensure application thereof. The program shall be implemented through agreements signed between the Municipality of Pergamino and the tutors of the interested young participants. However, this shall not imply any type of labor subordination of the beneficiary in relation to the municipality, nor any promise of job positions, whether temporary or permanent.”

Creation of entity/plan/programme
The Municipal Experiential Training and Learning Program provides social-labor inclusion actions aimed at 16-20 years’ old young people. Its purpose is to supplement the efforts of other social public policies already operating in the city, such as the Cabaña Joven, Envión and Autonomía Joven programs. Since its launching in 2018, the program has consisted in three workshops: 1. Gastronomy: the young beneficiaries participating in this workshop engage in the preparation and selling of food. 2. Catering: the participants provide catering services and later distribute a portion of the income among the rest of the program’s beneficiaries, giving also a portion to the Municipality’s Treasury. 3. Footwear and Accessories Manufacturing: the participants in this workshop manufacture and repair espadrilles and bags, which are later sold at community markets and local stores. In 2019, the total number of participants in the program’s all three workshops was 27 young people. Participants attend on a daily/weekly basis, and monthly grants are offered. Upon receiving the individual applications, an evaluation is carried out taking into account the vocational profile of the applicants and whether they are fit for the professional areas developed in the program, helping them participate in any of the educational workshops with real job opportunities.
The innovative aspect of the Municipal Experiential Training and Learning Program has to do with the social inclusion process applied to at-risk and socially-impaired young people in the city of Pergamino. This is the first program that offers real job opportunities to young people within the 16-20 years’ old age group.
Universidad del Noroeste de la Provincia de Buenos Aires (North-West University of the Province of Buenos Aires – UNNOBA): The Experiential Training and Learning Program has signed a cooperation agreement with UNNOBA, applicable to the University’s campuses located in the cities of Pergamino and Junín. Instituto Nacional de Tecnología Agropecuaria (National Institute of Agricultural-Cattle Technology – INTA): a master agreement has also been signed between INTA and the Municipality of Pergamino, providing for extensive cooperation efforts between both institutions to carry out mutually beneficial activities.
Currently, participation mechanisms are informally implemented. Through monthly meetings with each group, evaluations are made to include activities and obtain the cooperation of other agencies and/or local programs of interest. Additionally, each workshop provides participants with feedback by their facilitators, in order to strengthen and/or modify any aspects deriving from their daily work.
The Municipal Experiential Training and Learning Program is staffed with five facilitators, one coordinator, and a technical team from each institution, comprising professionals specialized in social work, psycho-pedagogy and psychology, plus referents from the job world. As regards the available budget, the Municipality of Pergamino receives a budgetary allocation from the Strengthening Fund for the Secretariat of Social Development, applicable to social inclusion programs, which helps ensure the financial support and the continuity of this local public policy.
There is a weekly monitoring system in place, through supervisions carried out by the program’s coordinating team. At the activities, participants are evaluated regarding commitment, attendance, responsibility and interest in participating. If any issue is detected, it is worked out with the participant, his/her family and the technical team of the Cabaña Joven, Envión or Autonomía Joven programs, so as to inquire into the conflicting situation and try to find a solution.
Local goverment
Even though no quantitative indicators or qualitative evaluations have been developed yet, the progress achieved at the workshops and certain early general results may be drawn. In relation to the Gastronomy Workshop, the participants prepare, on a weekly basis, fresh pasta for the Centros de Desarrollo Comunitario (Community Development Centers – CDCs), under the Municipal Secretariat of Education. They also prepare, on a weekly basis, a student’s menu for UNNOBA. Participants receive suggestions from consumers in order to provide a menu according to their needs. At the Catering Workshop, participants prepare breakfast, lunch, tea or dinner services for different agencies, according to specific hiring conditions. Participants also receive a small income for providing the catering services. To date, this workshop’s participants have been hired to cater for events organized by the Municipality of Pergamino, UNNOBA and other private-sector community actors. With respect to the Footwear and Accessories Manufacturing Workshop, participants manufacture designer’s espadrilles in order to sell them at local stores and community markets within the city.
The Secretariat of Social Development of the city of Pergamino keeps track of the incentives and grants received by the young participants of the program, as well as of the expenses incurred at each workshop, keeping a daily record of income and expenses. Also, a database of all the program’s participants is kept, containing their personal files, their job profiles and their progress at the workshops they attend.
The program’s communication strategies are implemented directly with the participants and their families of reference. On a weekly basis, social communication and information channels are used to inform the society about the activities carried out at the program’s workshops, as well as about its benefits for the young people in the community. These information channels include the Municipality’s official website and social media platforms. Interviews and articles in local media are also used.
