It was identified that many mothers had free time at different times of the week. Many of them had not finished school and were left out of the economic system with problems with self-esteem, leadership or communication, among other things.

In the first instance, the target population was identified. Social surveys were used to obtain more specific data on the situation of women in the district who are in a situation of vulnerability. Based on that information and their identification, the call was made.
The policy is innovative for addressing the problem since, in the first place, there has never been a program in the District for women in their capacity as mothers that enables them to think about personal and professional development. Secondly, for many years the activities were always centralized in the "head cities" and, this time, the opposite happened, allowing the training to reach four (4) out of ten (10) localities.

The authorities are designing a broader framework to accompany potentially interested women in conjunction with other actors and levels of government, to generate supplies, tools, and machines and training that allow them to develop their productive and service enterprises and that can be done independently. tools to develop their autonomy and personal or associative empowerment. The municipality is currently renovating the shed of the former Fénix mill to create a space where, among other things, the Entrepreneurial Development for Women and Women Mothers program will work.
