The goals of the framework agreement are to promote and intensify cooperative relations between the parties in areas of common interest, aimed at professional exchange and educational study and research. The parties may propose efforts for action and awareness of the guidelines defined in the 2030 Agenda of the United Nations Sustainable Development Goals, the United Nations Framework Convention on Climate Change (UNFCCC) and the new NDC that incorporates an adaptation goal, in accordance with article 7.1 of the Paris Agreement, to reduce territorial, socioeconomic and environmental vulnerabilities by 2030 and strengthen the resilience of the different sectors.
